Through a joint-power authority, the Cities of Davis and Woodland established the Woodland-Davis Clean Water Agency (WDCWA) to implement and oversee a regional surface water supply project. The WDCWA awarded a $141.2 million contract to CH2M HILL for the design, construction and long-term operation of the new surface water treatment system, largely helping replace ground water with treated surface water from the Sacramento River by 2016. The Design/Build project was broken down into more than 20-separate projects including: 52 MGD Water Treatment Facility, Operations Building, Maintenance Building, Flash Mix Facility, San Ballasted Clari, Filtrations Facility, Ozone Facility, Chemical Storage, Backwash Equalization, Gravity Thickeners, Solids Drying Beds, In-Plant Pump Station, Finished Water Pump, Finished Eater Clear wells, Ground Water Pump Station, Yard Piping, Raw Water Intake Pipeline, Woodland Finished Water Pipeline, Access Road, and Ancillary Intake. There were 15 miles of pipeline for this project to each City.
Signet provided all on-site materials testing and special inspection services including earthwork, asphalt concrete, rebar, concrete, shotcrete, masonry, non-strength grout, structural steel, high strength bolting, and UT/MT testing.
